Cleaning up the oil spill and controlling the flow from the ocean floor is the main thing to focus on right now, not who's to blame.

The dome idea is the best so far but they can build the dome around the pipe and drop it down until it hits bottom. Weld anchors to the outside base of the dome to hold it down onto the ocean floor. Set the anchors with charge to drive them deep enough to get solid ground to account for the initial pressure. Then lift the pipe out of the ground enough to be at the 1/2 point of the dome so it can collect all the oil gushing into the cavity and directly to the center of the pipe which would catch most of the pressure and the dome will catch the drift of what is getting past the pipe. The dome must have pressure release valves on it to accommodate any extra pressure the dome and the pipe can handle. The valves should have hoses attached so it can flow up to into the tanker for total collection.

The dome should be at least 1.5 times the diameter of the hole or it’s total area dug out from the blast damage, and 2 times it's height of the hole. Once this is anchored to the ground it should seal it self through the volume of oil being processed. At least this will help to contain the additional oil we don't have to clean up on top of the water.

On the topside, water separators can be used to collect it into the tanker.
Give me reasons for this not to work and I can come up with more ideas. I think I can HELP TOO….There's my 2 cents worth.

We know since most of American industries went over sea's, reduced the quality of our products immensely. Here is another example of being forced to use sub grade equipment and at what cost. Standards need to set from everything that comes from china and other countries that are getting our business. It will be the death of us if we don't do something about it
