Just a thought. We just moved to the area a few months ago. My family is wicked (sorry, we're from New England) into kayaking. I have a large and heavy, fulled loaded, Hobie Pro Angler. I LOVE to get it out on the gulf, but rolling this monster across the sand is a HUGE pain. So much so, it often leaves me fishing in Santa Rosa Sound, which leaves much to be desired. What are the odds of following the right channels to get a kayak ramp built alongside any one of the public beach accesses, right next to the elaborate stairways that connect those parking lots to the beach? It's a fairly simple construction project but i bet it would be used by many and appreciated by all. Hell, i'd pay for the lumber.
