That can't be right. A victim can be charged with the same crime they were a victim of? Wow.

According to the 1895 interpretation (long ignored but still standing) they can. That interpretation came about because back then sex with an underage girl was not the big thing that it is now. Many states did not even have a minimum age of consent law until well into the 20th century. Incest was a big issue back then, however, and if the girl consented she too was considered guilty of the crime.
