It seems to me that if Seabrook police know who did this they should be able to build charges with out the body!!

That can be tough. The body could have identified the crime scene and disclosed the type of weapon used.
Without a weapon to link to a suspect or a crime scene to provide clues its very hard to make connections to guilty parties. Without any physical evidence you are left with evidence that is mostly anecdotal and circumstantial.

That has got to be the hardest thing a person could go through to just have their child vanish off the face of the earth. To make it even more horrible have a whack job out there somewhere who is capable of making him vanish. Then the rumors of him bragging about it! Seems if someone can brag then they can go to jail! Just an opinion.
