I cannot, however, tolerate that we have become a nation where fear usurps constitutional protections and grants immunity to lawbreakers, bypasses our courts and permits torture. The Pass the Justice Act -- a Senate bill introduced on Sept. 17 -- is one small step in restoring the rule of law in a manner consistent with the values of this nation."
