There must not be any sort of department that regulates the taxis in Frankfort because if there was Hornsby Taxi would be put out of business. They're crooks that resort to all sorts of treachery.
Here's two examples:
I ran into a friend in a bar several months ago and she was getting to the point where she needed to stop drinking, so I asked the bartender to get her a cab. Hornsby shows up and I paid the driver to take her to her new house she had just moved into. When they got to her street because it was dark she couldn't recognize her new house at first. Rather than helping her figure it out, Hornsby called the bar and said he was going to just take her to jail for being drunk!
I had already left, but the bartender got ahold of a friend of mine that called me to tell me Hornsby was threatening to take my friend to jail. I called them and told the dispatcher that it was wrong and to bring her to where I was. They grumbled about that being a round trip and it costs more than what was paid for. I told them to not worry about it, I'd pay him the difference when he brought my friend to me. They told me they wouldn't take her to jail and bring her to me instead.
So after about 15 minutes the driver shows up to where I was - without my friend! And he wants to collect money from me. I asked him what for since he didn't have her with him and I asked him just where in the hell she was, too. He told me he didn't take her to jail, but just took her back to the bar where he picked her up at originally and wanted money from for the return trip. I told him I wasn't going to pay him for that because that was NOT what I agreed to pay for.
So he threatened to call the cops. I told him to go right ahead, that I'd be inside waiting and once the cop got there I'd love to hear what the cop had to say about him charging me for something I did not agree to.
No cop showed up to talk about it, so he either didn't call them or they told him they can't do something about not getting paid for something a customer didn't actually order.
Here's the next incident: Right now I've got a visitor from South Dakota staying at my house. Last night while I was asleep he decided to go to town to have a few beers and call a cab so he wouldn't risk driving under the influence. Rather than wake me up to ask what cab service to use, he saw Hornsby in the Yellow Pages and called them. Hornsby charged him FIFTEEN DOLLARS for a one way trip that Acapulco Cab or Kristi's only charge $8.00 for!
What kind of thief takes advantage of an out of town visitor like that? And what kind of treacherous slimeball cab driver threatens to put a rider in jail?
Hornsby would never get away with that sort of crap in a city that actually has regulations on taxi operations.

Yes Hornsby cab service is a big rip off, He is a crook himself, he needs in Jail.

For god's sake, cab drivers can't put someone in jail. If you are stupid enough to believe that you deserve to be ripped off.
