There are licenses and user fees that help fund activities by government agencies at various levels: county health departments, state and federal departments of agriculture, FDA and EPA.

I watched Almanac this past Sunday (TPT Channel 2). According to the panelists (2 Dems and 2 Republicans) and the interviewers (2 nonpartisan reporters), the Minnesota Governor and the State Legislature routinely agree on an ag-bill every year. It is rare that they don't, so this, in the lexicon of Minnesota History, isn't a big deal. The fight over the remainding budget, that's what to look for.
