Allegation of misconduct by NC deputies

TBI is conducting an investigation concerning alleged events that occurred in connection with the arrest of Boone, NC resident Curtis L. Moore, 42, on November 26 after he crashed on Hwy. 421 South. This investigation comes after a Dec. 3 request from District Attorney General Tony Clark for the bureau to look into an allegation of misconduct by Watauga County deputies.

About 4 a.m. on Thanksgiving morning, Johnson County deputies were asked to be on the lookout for a vehicle coming from North Carolina at a high rate of speed.

According to North Carolina law enforcement, the driver, Curtis Moore, had struck his wife in an alleged domestic dispute and then fled the scene. Watauga County deputies took up the chase on a charge of felony eluding arrest and pursued Moore across the Tennessee state line.

Moore crashed into the guard rail on Hwy. 421 S. near the end of the three-lane (at the top of the Gorge above Big Loui’s Backyard) and a Johnson County deputy arrived on the scene about the same time.

According to News Channel 11,“A Johnson County deputy who intercepted the chase near the state line, but can’t be identified because of the ongoing investigation, says he witnessed ‘questionable behavior’ on the part of one Watauga County deputy.”

A video of the incident has been turned over to TBI.

Len Hagaman, Watauga County Sheriff, says three (North Carolina) deputies have been suspended without pay, pending results from the TBI investigation. Hagaman also said an internal investigation will take place.

As well as charges from North Carolina, Moore was charged by Johnson County Sheriff’s Department deputies as a fugitive from justice and evading arrest by auto. Other charges were placed by the Tennessee Highway Patrol.

So what was the misconduct? Or is that the big secret TBI is covering up?
