Below is the text from a letter sent to the AVRCD in regard to their Dustbuster project in Lancaster. We have also sent Freedom of Information request to the AVRCD requesting funding information for the Dustbuster. Are you surprised that we have received NO response???

RE: 40 Acre Project (93 Street & F)
This notice will serve as final demand for payment in the sum of Forty-Six Thousand, Nine Hundred, Fifty Seven Dollars and Fifty Cents ($46,957.50), together with interest thereon at the rate of 18% per annum, based upon your failure to pay for service rendered at 93 Street and F.
In or about August 2009, Mr. Robert Farber and Lloyd Doster, representing the DustBusters Taskforce, acquired the services of Preferred Equipment to spread woodchip grindings at the aforementioned location in Lancaster. Farber and Doster met with a representative of Preferred Equipment at the project site, in where the details and requirements of the job were discussed. Preferred Equipment then provided a flat hourly ate to complete the job. This rate included activities such as, cleaning sand and debris from the roadway in order to allow truck access for delivery of woodchips, pulling delivery trucks through the site since they were unable to drive through the thick sand, and spreading of the woodchips throughout the entire 40 acre project area. After several fires occurred at the project site due to the temperature of material upon delivery and the Fire Department responding, it was discussed and approved by Lloyd Doster to add a water suppression unit to the project. In addition to the hourly rate, a water suppression unit was required to guard against blowing dust and suppress fires. The water suppression unit was agreed at a flat monthly rate of $1,500 per month for a minimum of three months.
The project commenced on August 10, 2009 and ended November 12, 2009 due to non-payment. Throughout the project, Preferred Equipment continually updated the invoicing with the hours and total. These invoices were signed and approved by Lloyd Doster in behalf of the DustBusters Taskforce/Robert Farber/Southern California Edison.(Please see enclosed invoices).
Since Preferred Equipment ended services on November 12, 2009, all attempts to collect on the balance due and payable have been exhausted. Robert Farber/Southern California Edison continually promises remedy, yet nothing has been received.
It is the belief of Preferred Equipment that Robert Farber/DustBusters Taskforce/Southern California Edison fraudulently acquired the services of Preferred Equipment and never intended to pay for said services. This belief is brought about since Robert Farber has admitted that “they”(DustBusters) does not have the funding to pay for the services rendered and “they” are making attempts to collect from the landowner. Since Robert Farber/DustBusters Taskforce/Southern California Edison had knowledge that “they” did not have funding to pay for services, yet still acquired said services, we believe this is intentional fraud.

If they took serviced knowing they couldn't pay, it looks like fraud to me. I wonder if Cooley will prosecute? Won't hold my breath.

these people have been raping the public for years. They represent themselves as one thing and do a 180. Most of the stuff DustBusters does is already done by the gov. in the 40's.

Didn't the District attorney (ADA) send this org. a letter about some of the high jinx they were pulling about 2 years ago. If so why isn't the ADA jumping up and down about the mixing of funds and claiming that DustBusters is part of the org. If the posts on avhidesert are factual then why, when DustBusters has a meeting there are no announcements of said meeting and no public participation (AVRCD letter head signed by DustBuster Chair).
NO meeting minutes
NO discussion in the or.'s meetings
NO agenda's
NO public announcements of meetings
NO accountability of dozens of Grants

This problem should be looked into for misconduct at a minimum

You ARE correct! The dustbuster so called, handbook money is being paid to Farber's wife! I have PROOF of this, and will be releasing this info soon! Why has the AVRCD allowed Rob Farber to use their letter head to solicit funds for this so called handbook, only for the money donated to go into the pocket of his own wife???? Hmmmmmm... Do the donating organizations know that they are donating this money to the pocket of Mr. & Mrs. Farber?

I hear the AVRCD has told their "girls" to obtain "pocket" bids from the LA city sanitation (pocket bids means single bidder no competitive bidding,totally illegal for gov agencies to do) and they are soliciting grants from local Agencies for Dustbusters under the guise that the requester is a RCD dir. But Dustbusters is not part of their org.

I want to know why they think the property owner should pay the bill, and was the property owner notified of the work being done to the property? Were permits pulled do to the work, along with an enviromental impact report? I live right next to the mess that has been left, tons of wood chips dumped in the desert. The dust still blows too, go figure... Now people are stealing all the wood chips for thier gardens, it never ends...
