It does matter what he accomplished in Union County because it is a similar school system to Montgomery County. And his actions are similar in both places, both personally and professionally. So there is no reason to expect different results. And his results were mediocre there.

Almost every teacher is in fear of their jobs. It has nothing to do with being good at your job. He will clean house regardless of how good of a teacher (or janitor, or lunch lady, or coach, etc.) you are. He has already done so with many district employees. Just wait until certified employee contracts are up at the end of the school year.

I've talked with him, too. He is a bully. He has no power over me, but he wishes he did.

Yes, he wants to "improve student achievement." Juse like Obama promised "change." But people were too stupid to ask: "HOW are you going to improve student achievement?" Just like noone asked Obama what he really meant by "change."

Yes, great teachers have a lot of reason to fear. It doesn't matter how good you are. It doesn't matter what your teaching evaluations look like. It is all about exercising power with him.

It is fine to be an outsider. It is not fine to be an outsider with an agenda to be reckless with the community and the people in it because of the desire to fulfill a personal agenda of advancement to get a high position at the KDE.

That gene is a hateful man and sneaky one too. They are 2 of a kind and both need to go. Is there not a KEA in Mtg Co.? Do teachers not have a union they can have take mr. powell down? I will not capitalize his name, it only makes him feel important. I will just him josh from now on, he does not deserve any respect. josh and gene.

A person list on the board website as an instructional specialist is Phil Eason. He is also listed as a consultant for Mercer County that is looking for a superintendent (Phil Rison is a finalist). He is also list as a consultant that works for a company that is called Leadership Strategies Group in Bowling Green. I checked each website and it is the same picture and bio. So, how many paychecks does this guy get and how much do the taxpayers of Montgomery County pay him?

Did they notice Cloverpoint had an enrollment of only 300 kids (K-12)? What happened to its ACT composite scores? FELL from 19.2 in 2007 to 17.70 in 2009. Hope college works out well for those kids. Good job Powell!
How about that Union County District turnaround. Guess nobody notice that overall, the Union District FAILED to make Adequate Yearly Progess according to No Child Left Behind in 2009, 2010, AND 2011. How about those ACT scores falling from 20.3 in 2008 to 18.9 in 2011? Where was Union County three years ago? Classified as "Corrective Action Year 1," now its "Corrective Action Year 4." Nice turnaround.
I read Powell's power point. Key component for turnaround, "Break all the rules." According to the OEA, he tried.
Powell even listed Michelle Rhee as a "national hero." Washington DC had some nice test score increases during her time. Update, she's gone and DC is under intense investigation for cheating on the tests. Nice "hero" for the kids. How did DC come out when Rhee started firing/forcing out teachers? They lost, she "broke" the rules. Each wrongfully terminated teacher was awarded an avg. of $100,000 plus the job back. How much will this District pay if Powell breaks the rules?
I'll be following how this comes out. I predict it won't end well.

Gene did a great job in Union County probably one of the best A.D.'s ever. Powell we are glad you got him!!! ENJOY

I have seen first hand the threats that the teachers have been subjected to and the lack of care and concern for their jobs and talent they have had to deal with. They shouldn't feel scared every day that they may not have a job tomorrow because of a power hungry dictator. So very sad that we are going to lose great teachers to this man.
And as for the gifted and talented being eliminated, it is a shame. My daughter was one of those (and not a spoiled rich white kid) and she is no longer being challenged. She is now bored at school. How will that help the test scores?
And not allowing the parents to do teacher selections is just his way of having control over the parents too. Our poor district..........

These teachers need to record every conversation with him and take it to everyone to hear first hand. As for parents, he has no respect for anyones opinion but his own and no respect for site based councils at all.

I know for a fact that when I walk in and check on my children teachers are chit chatting, on the cell, computer, and kids are doing seat work or whatever to keep them busy...Start looking at the teachers and monitoring what they are doing or in this case not doing....

The Office of Education Accountability is a joke. We here in Bath County have contacted them for years concerning Nancy Hutchinson's habit of skirting the law to build her own little kingdom. She did the same crap in trying to bypass site based councils and every other system of checks and balances that exist. Her little friend Vearl Pennington helped her out because of who he knows in Frankfort. No one would help us. The OEA is useless and so are the powers that be in Frankfort. We finally got rid of Hutchinson. She actually is the new executive director of the KEDC because evidently that board consists of a group of idiots too. People like Powell and Hutchinson aren't educators or effective administrators; they are politicians who are good at self-promotion and they know exactly whose as* too kiss and who to make good with.

Good luck, Montgomery County. We know what it's like to have a horrible superintendent that drives away good teachers and uses threats and intimidation to get her way. Don't look for help in Frankfort because there isn't any.

Don't under estimate the power of an OEA investigation. See it time and time again around the state. Board picks a superintendent that violates KERA, intimidates the staff, and runs off some of the most loyal and dedicated staff. Teachers and the community complain, but the board doesn't listen. Your exactly right, the OEA is powerless. But if you look at the OEA track record, when they do come in and aggresively investigate, boards wake up. Once the OEA gets a super drug through the mud in the local media for violating the law, the board quits supporting its golden child. I've seen superintendents not get renewed because of an OEA investigation, but most feel the heat and retire or go to another district. The OEA investigation had an impact just like this in Glassgow, Frankfort, and Christian County just in the past few years. I'm curious what the board in Union would have done on Powell's contract had he not left.

Forget the OEA and if there are some instances of improper use of tax dollars, among other infractions, report it to the KSP and the Attorney General's office.

Union County was not going to renew his contract. He was investigated by the OEA and they found 20 violations. After he wrote an op-ed in the local paper blasting the OEA for donig their job investigating and reporting on his illegal activities.

He made a lot of enemies. He does everywhere he goes. It is what he tries to accomplish, if you look at his little powerpoint. Piss everyone off, bring in "yes" people for principals, run off good teachers and bring in new college grads (in 2010-11 he had nearly 20% first and second year teachers in UC, the state average is about 2%) to teach to the state test because they'll do anything they are told because they are just happy to have a job, and go up in the state rankings. But we've seen what happens to the tests that matter like the ACT.... those scores go down.

Montgomery County will see a big jump in the KY state rankings this year because the criteria the state uses is changing. They are now counting career readiness as a major factor, and MC has an outstanding FFA oriented program and has for years and years. But don't expect improvement in the actual measures of learning.
