Tear down the slum housing in Northeast Carlisle. Then build middle class and upper class housing there.

No public housing please. Businesses or some nice pricey apts like the ones near Giant would be good. You gotta push the trash out of Carlisle and into a local landfill, not give it reasons to sit around and stink.
