Merely taking pictures in the mall is not "harassment". He may be a creepy guy, but unless he actively annoyed those girls, he did not breach the peace.

I'd have to agree, taking pictures is not harassment. Did the girls ask him to stop and he wouldn't? Was he following them around? If there is nothing more to it other than taking pictures I think his rights were violated and all charges should be dismissed.

If you had taken the time to read the article he had pictures of other girls in the mall on the camera.
Perhaps what he did was legal "taking pictures in public place". But how would you feel if a total stranger was following your wife/girlfriend or sister in the mall taking her picture?
And you think HIS rights were violated?
I would hope the police would keep an eye on this guy.

With only the police version, it's hard to know what really happened. When I was a teen I got interested in photography and walked around the center of a big city snapping 35MM B+W pix of interesting subjects, including women. I never followed them, and I kept my distance. None of my shots would be considered provocative. FF 45 years and since 9/11 cops are very wary of ALL photographers taking pix in public places. They have a mindset that you are guilty before knowing what you're up-to, and they hassle photographers at every turn, and even arrest them on BS made up charges.

If I saw someone in a Mall taking pix of a loved one, I would confront that person myself. If there was no good reason, I'd ask security to escort him outside. However, when you're outside in a public area, there's not too much you can do legally. A Mall is private property (open to the public) and security or the cops SHOULD have asked him to leave. Once he refuses to leave, THEN he is trespassing. So, it's kind of a gray area until we get the objective data. I am not FOR creepy guys. But if it's okay to arrest creeps guys today, who will be next?

when some young girl/girls come up missing from the Moorestown mall area, I'm sure you'd change your mind.

I don't see the harm in bringing him in for questioning. Just being careful. I'm sure the girls parents would thank the cops also.

You watch too much TV. There is no such legal status as being "brought in for questioning". You are either being detained with a legal basis for it, under arrest, or free to go. You CAN be asked to have a consensual chat too; that's how a lot of arrests start...b/c the person chooses to stay and talk even though he can walk away. This is stuff we should all learn in school, but don't and likely won't. If you are a good citizen, you owe it to yourself to learn your rights and how to uphold them. Criminals are usually not too bright, so they will usually get caught no-matter-what.
