What do people expect to happen when the tax base shrinks? Property taxes have fallen, real income has dropped across the region, there are too many groups demographically now that don't pay enough in taxes and we think we should get the same amount of services we always had?
After the local automotive fiasco in 2009 this shouldnt be a surprise to anyone - there are tens of thousands fewer jobs.

Cities are getting less, not zero.
Detroit still gets $33.5 million. They wasted much of last year's $40 million. Tighten up and make do.

I must point out that Detroit failed to open the warming centers until late FEBRUARY of 2011. It was excessively cold in December and January. The block grant cash sat there unused while some folks died of exposure. The people who run these programs belong in jail. Instead, they are given a free pass and a little less money to waste.
