What exactly do they want?

We've been throwing more & more money @ the education system for the past 30 years but testing results have flat-lined. Being "courageous" & stupid metaphors like that won't change the culture today that its "uncool to learn" & that its the ultimate goal to be a stupid thug or baby-fathering-welfare-taking idiot.

That what 80% of the "students" these days strive for -- nothings going to change. Its all down hill from here.

Education - You can lead a horse to water but you cant make him drink.

You can bus a kid to school but you can make him learn!

Shame: you are very right. "Education" has become a cushy career field for a lot of career bureaucrats & functionaries who basically get paid a huge portion of the govt's annual budget to be a glorified babysitter for a bunch of minority & unwanted brats for a bunch of welfare mothers who serially get pregnant by felons & 2-timing losers who end up having babies they have no way whatsoever to care for their children.
