Workman's comp rates are based on what the company does to eliminate safety problems in the workplace. It's not as much of a "discount" as it is a rating. The governmant requires larger companies to carry this insurance to cover safety and wellbeing of all the employees. If it ever came to the point of requiring companies to employ and insure stoners,dopers,and potheads, the government would have to get in the insurance business because no insurance carrier would write policies for coverage on impared people. The companies that have a zero tolerance rule and do surprise testing have affordable rates.

Every place of employment should be "drug free" with random testing. Most that I know of are such businesses. So, all things being equal, is there a discount? No. The rating you speak of is very true. It's more about the nubers, than policy.
