Tyburn Rd Railroad Bridge

Ok, after talking to local officials. I was told that the tyburn Rd bridge was going to be closed for at least 2-5 years! Because of the fact that it crosses the Northeast Corridor, they can't just tear it down and put in a new one! Why not? Didn't they do that same exact thing in Tullytown in the 90's? What's the difference and what's the hold-up?
