Everyone needs to understand the makeup of our city government. First and foremost, the mayor has no more power than any other member of council. Basically, the mayor is the president of council and leads the meetings. You must remember WE the citizens authorized a City Manager form of government many years ago and as such he/she is the chief executive not the mayor. Although state law refers to the mayor as the chief executive, there is an exception to that code if the city has a city manager form of government. Byrne let the mayor title go to his head and many (me included) thought that was his downfall. I think he was a decent council member and was pretty level headed until being selected as mayor. Agree with the other posts that once Moore was selected those in the majority at the time let their ego get in the way and instead of admitting he wasn't working out, they chose to "dig in" and hold out until the bitter end. They sure didn't do him (Moore) any favors as he had to know his time was limited so his actions were probably not in the best interest of the city for the past year. And they certainly didn't do the citizens of this community any justice either by letting him linger and continue his poor management. Council and the interim city manager are now left with a mess to clean up. I think if our current council is serious about getting things back on track, they should direct the interim manager to resend the raises Moore freely handed out to select city employees. That would go a long way in showing people they are serious about getting back on course and it would give them an opportunity to see who the real team players are.

If the interim city manager rescinds the selective raises that Terrance Moore handed out, Expect those "key" employees to be disgruntled, have a "don't give a damn attitude", and work against / not with jeff mikorsky.

Jeff should sit down with those employees, raise the bar for his expectations, hold them accountable for meeting new objectives, and move them out if they do not rise to the occasion. I don't know if he is strong enough to do this.

Our City has some "major problems that have been lingering for 10 plus years. I believe that our current city council has fostered a devisive atmosphere
that polarizes people vs pulling them together to solve major problems.

I believe we can agree to disagree. We all have our thoughts on what needs to be done. As a long time city employee I feel that I do have some unique insight as well as know some of the internal issues facing the city that the average citizen wouldn't know. I agree with the previous post about rescinding the raises, it's a good way to start cleaning up and it sends a positive message to the public and employees. Most people don't realize that services have already been cut and we can expect more cuts until the financial situation improves. Moore's appointed department heads are already disgruntled, they feel betrayed by the council. Agree that there are additional problems and yes council has been split for quite some time. We can't expect too much more to happen until after the April city election.

Great idea and great first step in renewing confidence in city management. Rescind the raises given to the Bozo's who had a hand in running the city into near bankruptcy. Look what these people did in just a short 2 years. Message to council, continue the house cleaning!

New to this forum, but I'm liking what I'm seeing so far. We need a good housecleaning in city hall! Can't say how happy I was to see the mayor and deputy mayors put Terrance Moore in his place. We know how to run our city, you outsiders stay out!

I can only comment on what I heard. Police Chief was given a sizeable raise right after being hired and a second raise not too long after that. Finance guy and Airport manager got more money too. Hopefully someone with first hand knowledge will comment.

I think you are right, those three got the lions share but I heard that the city attorney and planner got raises too.

I suggest you do a little research. The salaries are public information. I know for a fact that at least one of the people you mention has not received any big raise since they were hired.

Very interesting discussion.
Pity it is election time...no one wants to do much decisive. Once over, if the Morgantown Together group DOES NOT get control, I'm hoping "doing what's best" will become the mantra and things will happen quicker under Mikorski.

The current salaries of all city employees are a matter of public record. The raises that were given were not made public and only give to a select few, which added to the distrust and morale issues that continue today. Check the salaries of some of the people mentioned in these posts and compare them to the same salaries a couple of years ago.

Do the city employees want council to appoint Jeff Mikorski as city manager? Was Moore really that bad? What did he do to warrant the kind of distaste that is being expressed?

My observations of some city leadership is as follows:

Acting city manager
Good guy. Works hard. Good pupil to Boroff. Does he have the leadership skills to take city government to 2025?

Police chief
Good talker, all about him. Do the rank and file officers respect him?

Finance director
Young and inexperienced.

Airport director
Useless

Engineering and legal council
Ready for retirement, but still getting paid!

Fire chief
Seems genuine, from within, so must be ok

City clerk
Organized, confident,Probably best of the lot

Planning and code enforcement
Bag of wind. Always covers ass. In bed with certain developers to push pet projects. Code enforcement does what they/mike stone wants

I can give some opinions on your post. I'm not a city employee so don't know who they want. I would suspect that they are comfortable with Jeff Mikorski since he's been with the city for several years. If you read some of the earlier posts on here, Moore started out by disrespecting city employees and then couldn't keep his stories straight. They, like most of the residents just never warmed up to him. I don't know the police chief, but haven't heard anything good about him. There is a whole other blog on Topix about the discord in the police department. I'm sure some others will chime in on him. Don't know the finance director, haven't heard anything one way or the other. I've heard talk the airport director is in over his head. Can't comment on the others good or bad.

Acting manager will do the right thing...especially after the election. If council leadership changes toward the existing minority, they will most likely try to do another national search to find a less fiscally responsible candidate that they can controll just like they did with Moore.
Finance Director WAY over his head. Engineer useless for many years. Never understood how she has been able to keep her job this long. Everything she controls costs more than it should, and is always below specs...the result, everything needs done over, but can't be cause of money...Morgantown loses.
Fire Chief a good guy, but fire inspectors need reined in...typical abuse of power.

Refreshing to see city workers out in force today cleaning up. Talked to a few of them and they seemed pretty content in their work. Seems like we didn't see the work crews out doing basic maintenance, Could the exit of Mr. Moore have us getting back to basic services?

It's all about leadership and it starts at the top. Terrence Moore had no clue when it came to what was important to residents. Seems funny he's only been gone a few weeks and people already notice changes. Moore was simply doing what Byrne and his posse wanted done and it cost the residents plenty. The same goes for those he brought in, they have no idea either. We are hoping that council realizes that problems still exist and additional internal changes are coming.

IF the current council had a clue as to the dirty tricks ,misconceptions and deeds that MANAGEMENT has tried to pull over peoples eyes then Maybe just Maybe they would do the RIGHT THING to correct it. On the other hand it goes further than that....we have personnel issues that need addressed.....make people accountable for their actions and words, we have people that tell bosses to go F___ themselves, then turn around and say I am not working with that person. We have thieves that would steal Jesus from the cross and come back for the nails, we have people who don't have a drivers license ( a requirement to work for City )and we have people who go to bars on CITY TIME drinking get caught and nothing done to them. Yes folks sad but true, your people who are in charge don't have a clue as to how to hand down punishment to those deserving it, instead they pass the buck and say downtown don't want to cause any waves.....well by God it is time for a SUNAMI to hit Morgantown so it can clean up and get rid of the waste and so that the people who can and do most of the work are not weighted down by these low lifes. Most of the people in this town want what is best for the whole town, and it is understandable that YOU may want YOUR AREA to look it's best, but when you realize that the money is not available that is why the things don't get done that needs done, examples are : Almost $500,000.00 for a road to the NEW Armory, and $500,000.00 for Woodburn school, oh yes and lets not forget that we then turned around and borrowed over a million dollars....REALLY!!!! WHY!!!! Do you in the administration think because some of us did not go to college that we are ignorant ???? We have COMMON SENSE and sometimes that will out weigh all your college education, just look at how much this town spends (NOT WVU) on student cleanup after WYU football games clean up or any activity sponsored by WVU. And lets not forget the damage to property due to students, I would think that fines and stricter laws would be in place and enforced to offset these expenses. So if you all want things to remain status quo, then put in some more people who don't care about our fair City and you will get what you deserve NOTHING.
