House helps mothers who are still girls

Haley Rickard was 14 and in foster care in Henderson County when she became pregnant in 2011, and was still in foster care when she gave birth.

It really bothers me to see children already in the system becoming pregnant while in foster care. I realize foster parents are really restricted in what they are allowed to implement in the foster child's life, but it's almost like an open door covered in enticement. Likewise, I wonder what happens to the foster parents when their wards become pregnant?
