Where are the children going? Will they be placed out of the county? These are Cleveland County children. If they are placed out of county won't that place a burden on the children and families? Is not the goal to reunite the families. Will not this interfere with visits and local family service?

This shelter provides emergency care for abuse and neglected children, who are by in large from Cleveland County. It also provide a place for local law enforcement agencies, including the Cleveland County Sheriff’s Department, to bring children placed in protective custody by law enforcement. Mr. Cleveland views this as "charity." This is a service to Cleveland County children. The Cleveland County Commissioners have a responsibility to support this service.
