Isn't Oswego bigger than all of those agencies? Why don't they have their own dispatch?

Many towns share a dispatch service, I would think it would save money to share the service. What I don't understand is why unincorporated areas wouldn't have to pay more as well? The sheriffs office is dispatched by Kencom isn't it?
