Proposed law aims to reduce smog test fraud

A proposed state law would make sure smog tests aren't just smoke and mirrors. Legislation introduced this week by Assemblyman Mike Eng of Monterey Park would change the way the tests are conducted and allow regulators to ban some testers.

CARB needs to be stopped. They're an agency that can institute policy that's very crippling to business with no oversight and no accountability as the members are all appointed.

Do some research - the global warming "science" they've been basing a lot of their current policy on isn't even real - it was done by a phony scientist with a fake degree and was "peer reviewed" by the people he was citing in the study (they essentially checked their own work).

Smog regulations are useless unless everyone in the world or at least the nation is following them. When it's only California...well...lets just say it's really easy to set up shop in Nevada.

CARB needs to be abolished ASAP

Ever heard of code readers? A good one - that can read, store, and erase codes - costs about $90 online. Add $20 and you get real-time capability. So, unless you come to the test station with the idiot light on, the diagnostics will look good. And it isn't technically fraud, unless California bans all personal use of such devices.

Actually this doesn't work. The light comes on after the OBD system runs through a series of tests that can only take place after having driven the car under varying loads and speeds for a certain number of miles. If you disconnect the battery or use a scan-tool to shut off a check engine light, the OBD system will tell the smog dyno that it's "not ready" and must be driven more miles before it can be tested. The code will come back.

This will probably work if the test station only runs a short test with the reader plugged in. A problem code is usually generated after a problem occurs 10 times. So, if you clear the pending codes and the test station only revs up the engine once or twice, no problem codes will be generated (unless your gas cap does not fit, in which case the idiot light will appear almost at once).

Five minutes after the law is passed the sharp operators will have a way to get the results needed. On board diagnostics is now 20 years since it was first talked about. The microprocessors used and the programming technique is widely known in the automotive service business. Chinese manufacturers are selling hardware on Ebay that is the envy of vehicle manufacturers' engineers. This hardware allows manipulation of the data stream any way you like.

One Volkswagen patent for emmission control systems touts a way to measure lower numbers on emmission tests. It is called (in their words) an "Italian Tune-up" where the technician runs the engine at 5,000 rpm for 5 minutes after warm-up. Then the test is performed.

What really needs to happen is to shift the burden for government mandated emission repairs from the buyer to the seller. This will take parts like a fuel injector from $ 200.00 down to $5. or a manifold from 1,200. down to $35. At that point no one will cheat.

as an ASE certified mech that worked for a while in a smog check facility I can assure you that what you're saying doesn't work. Clearing the pending codes also clears the OBD "ready" indicators. Reputable smog places won't let you test with anything in the OBD port and will run the test that is required by law, not what a customer asks for. The places that pass it no questions won't even bother with a short test, they just test a car with the same motor as the results have to be transmitted "live."

That being said, I agree with Jesus's post up top. carb is a crock and their regs are a huge PITA.

absolutely pointless. Just setup a drive-through area at the dmv and make it automated. But dont do this until you first replace every single dmv worker with skilled personel.

"makes fraud more difficult"? So then, fraud is doable...still. Mike Eng has too much time on his hands. The only way to fix this problem is..."A new car in every garage". or was it a chicken in every pot? Either way, the taxpayers are gonna take it up the pipe on this one.

Kill jobs.Thats what the govt does best.If this passes i close my shop and am in the unemployment line.Thousands of jobs ride on this.Thanks govt for taking from me and my family.Also this law is going to increase fraud and emissions at the same time.How can deleting the toughest part of the test reduce emissions? Ive failed many cars for emissions whose check engine light was off.Under new law it would pass.That makes sense.Im going to take these suckers down.We all need to fight for jobs especially our own!Call or write everyone in the state you can, senators, congressmen newspapers and let them know what a bad deal this is.If it does pass im getting the 374000 sigs to put this on the ballot.Contact the heavy hitters and let them know this is going to increase smog and cost jobs during a recession.BAR ARB are all a bunch of Bozos.We are smarter than they are,lets cook em! Your voice needs to be heard.Consumers do you want to wait all day for a smog because 75% of the stations closed because of this?Thats a day off work.Maybe no pay.What,to save maybe 20 bucks every couple years.Is your time that cheap? Do you want to save a few bucks at the expense of thousands of jobs?The govt is trying to look like good guys saying its about the consumer.They care less about the consumer.Its whats in it for them.Then they lie saying it will reduce emissions and fraud.They are the fraud!I know it will be tough but we are going to take them down to chinatown!

Boo hoo to all the whiners that want to go back to the 70's with everyone choking on smog. So sorry that people actually want to breath clean air.

BTW, to the guy that thinks you can just clear the codes and pass smog: As the other guy said, the monitors have to run. If there is a problem then either the check engine light will turn on or a pending code will be stored. Either way, you fail the smog test.

Try a little research before you start screaming fraud. God, you people are idiots.

The real criminals are the people who came up with this smog shit to rip you off and steal your car. Look at it this way, if there is absolutely nothing wrong with your car and the mechanics cant fix it, then you cant get it smogged and your smogged up your tail pipe trying to fix it. After you spend thousands of dollars trying to fix the problem the mechanics end up having to commit fraud anyway because they cant fix it. This is a scam to suck money from your wallet. The only way to end smog fraud is to end smog inspections, the whole process is designed to create legal theft and steal your vehicle. The criminals in washington and california should goto prison, these guys are worse than drug dealers.

Smog check is nothing more than a scam to force people to purchase service. It's like homeowners insurance, car insurance, licensing of any kind. It's called cohesion.
60 years *$1,500 =$90,000 Homeowner insurance
60 years *$30 =$1,800 Smog checks
60 years *$200 =$12,000 Car registration
60 years *$1,500 =$90,000 Car Insurance
60 Years *$2,000 = 120,000 Property tax
That's $300,000 right there, with inflation more like $1,500,000. With that one could replace a burned down house from pocket money, give the children an excellent private education and pay for that accident cash.
