More correctly, the articles of impeachment were not proven. Or the bases upon which the articles were founded were unproven. No matter how you put the result part, in fact Clinton WAS impeached. That is to say, Articles of Impeachment were lodged against him. It's like an indictment.

Clinton was impeached. The House has that sole power.(Article 2 US Constitution). The Senate cannot fail the House's impeachment. Only try it (Article 2 US Constitution), and either convict or acquit.
