Impeachment is a two-step process similar to a Grand Jury indictment and trial in criminal cases. One or more members of the House of Representatives bring "Articles of Impeachment" (charges) again a government official, and the House votes whether to "Impeach" (indict, send to trial).

The Impeachment Process

In the House of Representatives

The House Judiciary Committee decides whether or not to proceed with impeachment. If they do...
The Chairman of the Judiciary Committee will propose a Resolution calling for the Judiciary Committee to begin a formal inquiry into the issue of impeachment.
Based on their inquiry, the Judiciary Committee will send another Resolution to the full House stating that impeachment is warranted and why (the Articles of Impeachment), or that impeachment is not called for.
The Full House (probably operating under special floor rules set by the House Rules Committee) will debate and vote on each Article of Impeachment.
Should any one of the Articles of Impeachment be approved by a simple majority vote, the President will be "impeached." However, being impeached is sort of like being indicted of a crime. There still has to be a trial, which is where the US Senate comes in.

Marriage has come to open up a lot of doors. There is a lengthy laundry list of rights that accompany it on the federal level that make state recognition impotent in regard to that laundry list. End of life decisions and inheritance are major ones but there are many. Hence the fight being put up to support access to marriage for homosexual couples.

Likewise, the House votes on the impeachment resolutions and finds in favor of them or against them. This really is all a pissing contest. An indictment is heard by a grand jury and if they give it the stamp of approval it becomes a trial. An impeachment remains an impeachment throughout the process.

BTW, in criminal court a trial by jury has to be decided upon unanimously. Of course this would be impossible in the Senate. The outcome for Clinton may have been decided by the election. Had the senate gone to a substantial majority for Republicans he'd have eaten it.

This also separates trial by jury from trial by Senate as the jury is picked by lawyers who base their selections out of experience. The charges heavily influence who a lawyer might strike or pass in terms of basic demographics.

They're the same, only different.
