Trash Companies Give Large Donations to Council Candidates in Montebello, Santa Fe Springs

SANTA FE SPRINGS >> When it comes to seeking money for campaigns, trash can be lucrative - that is for several Montebello and Santa Fe Springs city council candidates in the upcoming Nov.5 election.

Several companies that pick up trash in Santa Fe Springs provided about a third of the contributions received by its three incumbents and significant money to two Montebello candidates, according to campaign finance reports filed with the respective city clerks.

Candidates who received contributions from the trash companies or other businesses that have contracts with the city said they did nothing wrong.

“Legally speaking, it’s not a conflict of interest,” said Phillip Ung, spokesman for the reform group Common Cause.“(But) where voters stand, taking money from somebody who’s seeking to do business with the city not only raises eyebrows but suspicion on the influence that money may buy from public officials.”

Many of the trash companies that gave money either already have a franchise or may collect trash from commercial or industrial companies in the two cities.

“Their representatives are at almost every council meeting,” Santa Fe Springs Mayor Richard Moore said of the trash companies that gave $3,499 of the $10,109 he has raised.

“They know very well that I vote what’s best for the city, not what’s best for Richard,” Moore said.“They know I can’t be bought.”

In Santa Fe Springs, Consolidated Disposal Services, which has a city franchise to pick up residential trash, gave $1,500 to Councilman Louie Gonzalez,$1,000 to Councilwoman Juanita Trujillo and $999 to Moore. All three will be on the ballot.

CR and R, which picks up trash from commercial and industrial businesses in Santa Fe Springs, gave $1,300 each to the same three candidates.

Serv-Well Disposal, another trash company, gave $1,500 to Gonzalez and $1,000 each to Moore and Trujillo.

“I’m not doing anything that’s illegal,” Trujillo said.“I’m surprised, honored and blessed (her donors) have that confidence in me to donate.”

In Montebello, Councilman Art Barajas, who is seeking one of three seats on the ballot, received $4,000 from a waste trade group and six trash companies.

Athens Services, which has the exclusive residential franchise for Montebello, gave no money to any candidates.

Challenger Vivian Romero received $500 from two trash companies and $500 from Los Angeles County Disposal Association.

Romero defended all of her contributions.

“These are people who care about the community,” she said.“It’s not a conflict of interest when people, who are concerned about who is in the leadership in the community (give money).”

There were other donors, which have or had contracts with cities.

For example, Montebello Councilman Bill Molinari received $1,000 from Nationwide Environmental Services, which has a city contract to sweep city streets, clean bus shelters and remove graffiti. He also received $1,000 from Advanced Applied Engineering, which formerly was the city engineer and was paid $2 million for doing work in fiscal 2009-10.

Molinari said he did nothing inappropriate.

“Campaigns run on money, and businesses are the ones who can make contributions,” he said.“They are people who have the interests in a business-friendly community. It’s not a conflict of interest.”

Another large contributor in Montebello was Santa Fe Springs-based Associated Construction Services Group and its president, Anna Sauceda, who gave a total of $13,000 to challengers Emma Delgado, Flavio Gallarzo and Daniel Hernandez.

Which trash companies Vivian.
Athen's money was dirty money- but not from them thank goodness.
Athens is concerned who is in the leadership in the community- and that's NOT a good thing in their case.-
The Independent trash haulers (such as Serv-Well) have shown much more interest in CLEAN GOVERNMENT.

The City Clerk, Daniel Hernandez is running for Council. He threatened and intimated the office clerk into back dating his campaign contribution form to hide the fact that he turned it in late.

Candidate Emma Delgado received campaign contribution from the Mayor, Christina Cortez and failed to report it on her campaign contribution form.

Public records request was submitted by concerned citizens for a copy of Christina Cortez's personal check that was used to pay for Emma Delgado's election statement fees. City employees told us that this is not public information, when in fact Christina Cortez is the mayor of the city.

there is corruption and cover up in the election process that should be fair and ethical.
Christina Cortez and another candidate running for council, Flavio Gallarzo, owe past due citations for illegal campaign signage. We put in a public records request and we are concerned that they will tell us again that the public, we the citizens, are not entitled to this information.

We do not want to vote in unethical and corrupt people that will ruin our city and community. We ask that you conduct an investigation so that we can avoid another Bell.

If you ask the city staff the questions, they will answer with the truth. they are afraid and are being intimidated to cover up the mis deeds of christina cortez, the mayor, daniel hernendez, city clerk and arnold glasman, the city attorney.
Please help us maintain the integrity of the democratic process.

So the company led by Anna Sauceda is bankrolling the campaign of Flavio Gallarzo, Daniel Hernandez, and Emma Delgado, all potential puppets of mayor Christina Cortez? These funds are helping to pay campaign manager Chris Robles. The FPPC needs to investigate all of them. Cortez has been accused of harassment by several city employees. Clerk Hernandez illegally took city checks home. The city of Montebello does not need any more corruption from people like these types.

Why is Montebellos Backside so concerned with a few hundred dollars legally given to a candidate but doesnt say anything for the thousands given to a sitting councilman from his disgraced and indicted ex-boss Noguez???????

Is Montebellos Backside more upset with a strong, honest woman who wont put up with bullies than real corruption???????

Theres still NO PROOF of ANY mis deeds by the Mayor, the City Clerk, or ANYONE mentioned above!!!! Just lots of unfounded gossip spouting out of Montebellos Backside!!!!

Check human resources regarding the harassment issue. The check issue is known internally by city officials. Campaign donation is documented. Thought so!

Wake Up claims, "There is a Bell in Montebello." Has Wake Up even bothered to read any of the numerous newspaper articles that describe the serious malfeasance in Bell? There is no comparison between the Bell situation and the relatively minor and unproven allegations Wake Up is making about Montebello officials and candidates. What could Wake Up's motivation be for her/him to publicly make these claims? Could it be to further trash Montebello's image, thereby driving potential retail/commercial developers away? And who or what entity would benefit from that? Would it be an out of town would-be condo developer who could then claim to be the only game in town? Could Wake Up's allegations against the candidates she/he names be made to benefit another candidate, Vivian Romero, who is the one city council candidate who has previously publicly stated that she supports the proposed Montebello Hills condo development? Is Wake Up trying to use the D.A.'s office for her/his own political purpose?

Wake Up is a day late and a Dollar Short.
Montebello is lots of dollars short.
There WAS a Bell in Montebello but they lost power November 2009.
There is a valid comparison between Bell and the previous administration.
However keeping an eye on election stealth contributions, conflicts of Interest and is a good thing.
Evidently one of the Planning commissioner as severe ethical issues and should be removed from that office NOW

If this was really sent to any actual official, I hope they corrected the 2 dozen or so grammatical, capitalization, syntax, and spelling errors.

If every one of these minor allegations were 100% true, what would the penalties be? The former city manager of Bell is facing 10 - 12 years for stealing Millions of $$$$ with many co-conspirators over many years. What does that say for the alleged misdeeds above?

What can the real motivation be for concentrating myopically on this relative trivia?

Is this an attempt for a developer and its front group to clutch at any straws possible to advance the interests of its candidate Vivian Romero, who has said publicly words to the effect that the ill-advised proposed hillside residential development project should be advanced with all possible speed?

Is this same developer trying to taint the reputation of Montebello so that new businesses might think twice about coming here to establish new businesses? Might that have the effect of making it more difficult for conscientious councilmembers to turn down a dangerous long-term proposal that might have a short-term cash spurt?

One wonders what the Chamber of Commerce might think about such a strategy?

Sorry...Cortez is far from honest. She is Rosie all over again. There is proof of everything stated above...just do a record request. It is available to the public. Sad thing is most of you want to believe the lies.

There is also the question of the upcoming election on the proposed Montebello hills condo development.



Apparently, Only the 4 candidates from the ANC candidates' forum have made any public statements about the proposed condo project. Molinari, Barajas, Arriola and Romero answered questions about the proposal, generally saying at this forum that the safety of the location would have to be proven before it could be considered.



When the would-be proposed hill project developer and Athens services tried together to stop Bill Molinari from being elected in 2009, Bill questioned the lack of any independent information or financial analysis about the proposal. He also put out a recent revised analysis of the proposal that questions its underlying assumptions that the characterizes as 'exaggerated'.

Art Barajas ran his first campaign with the pledge of no development in the hills.

Romero has reportedly said at the January 9 city council meeting that she was FOR THE DEVELOPMENT before she became a councilmember candidate.

Gallarzo would almost certainly have to recuse himself on the question of the proposed condos as he lives adjacent to the project area.

THIS council that is elected in November will be the one that decides what happens to the major danger that faces this city: A city budget-draining, physically dangerous, property value depressing, traffic nightmare that the out-of-state owners want to build on the deadly ground of an OPERATING oil field with about 300 oil and natural gas wells.
