Central Basin Municipal Water District officials said Thursday they plan to lay off Montebello resident Gil Cedillo Jr., the son of Los Angeles Councilman Gil Cedillo.

Before he came to Central Basin, Cedillo Jr. was chief of staff for then-Assemblyman RON CALDERON, D-Montebello, and earlier was senior field representative for then-Assemblyman TOM CALDERON, D-Montebello.

COMMERCE - Although Central Basin Municipal Water District hired Gil Cedillo Jr. of Montebello,
the son of Los Angeles Councilman Gil Cedillo, more than two years ago in an assistant general manager's role without a college degree,
most similar water districts require at least a bachelor's degree.

Questions have been raised about Cedillo Jr.'s hiring without a college degree in 2011. Director Leticia Vasquez said she wants more information.

Before he came to Central Basin, Cedillo Jr. was chief of staff for then-Assemblyman Ron Calderon, D-Montebello,
and earlier was senior field representative for then-Assemblyman Tom Calderon, D-Montebello.

The Calderons have been under scrutiny since the FBI in June served a search warrant on Ron Calderon's Sacramento office.

The district, under its policy, agreed to pay 100 percent for his schooling, Aguilar said.

Central Basin paid $22,000 to Cedillo Jr. up front for his schooling in a bachelor's degree leadership program at Azusa Pacific University.

The money won't be repaid because Cedillo Jr. didn't leave voluntarily, said Antonio Perez, Central Basin's general manager.

It's unknown how far Cedillo Jr. made it through the Azusa Pacific program. Joseph Legaspi, district spokesman, has said he doesn't know and Rachel White, assistant director of public relations for the college, said it won't release that information because of student privacy laws.

COMMERCE - Former Pico Rivera Councilman Ron Beilke has filed a workers compensation claim against his former employer,
the Central Basin Municipal Water District,
where he worked for less than a month.

Adam Dombchik, Beilke's attorney, in a letter to the district claims his client fainted at work on Jan. 8, fell and hit his head.

Beilke then suffered health problems,
such as headaches and dizziness,
Dombchik stated in the claim.
No monetary figure is mentioned in the claim.

Beilke was hired by the district as assistant general manager, effective Dec. 27. He was fired by the Board of Directors on Jan. 24.

He served on the Pico Rivera City Council from 2005 to 2009.

In 2011, he was convicted on two misdemeanor conflict-of-interest charges involving voting on two city contracts related to the improvement of Rosemead Boulevard.

Beilke was let go by the board the same day that Chuck Fuentes also was fired as the district's interim chief operating officer.

Fuentes and Beilke have a political history together.
Beilke was on the Pico Rivera City Council when Fuentes was hired as city manager.

Among the projects were the district's recycled wastewater programs.

Pacifica has been active in donating to the campaign funds of those on the Central Basin board.
Pacific has handed out campaign donations totaling nearly $40,000 to every existing member of the board and some past ones too.

Ernest Camacho, Pacifica's president and chief executive officer, was not in his office or available to comment Monday.

The dispute with Pacifica is the latest problem facing the Central Basin Municipal Water District.

The district involved in a federal investigation of state Sen. Ron Calderon, D-Montebello. Federal official have subpoenaed documents from Central Basin in connection with its investigation of Calderon.

The FBI raided the Sacramento office of Calderon, D-Montebello, and another location in the state capital June 4.

District officials also are continuing their investigation into three payments totaling $2.75 million made to two law firms since 2010, Perez said Monday.

Central Basin also faces internal claims from former Pico Rivera Councilman Ron Beilke, who was fired as Central Basin's assistant general manager in January, of wrongful termination and whistle-blower termination.

MONTEBELLO ( CBSLA.com )— The son of a Los Angeles City Councilman and former employee at a Southern California water district reportedly under federal investigation remained silent on his role in the federal probe Monday.

KCAL9′s political reporter Dave Bryan found Gilbert Cedillo Jr., the son of Councilman Gil Cedillo, at a meeting of the Montebello School District’s Personnel Commission, which he chairs.

Asked to comment on the investigation, Cedillo Jr. ducked out the back door of the school district headquarters with the help of a commission staff member who blocked the way.

Cedillo Jr. was employed as a business development manager two years ago by the Central Basin Municipal Water District, which is widely reported to be under scrutiny, along with State Sen. Ron Calderon (D-Montebello) and his brother, Tom Calderon, by the Federal Bureau of Investigation.

Before Cedillo Jr. was hired by the water district, he was the chief of staff for then-Assemblyman Ron Calderon and senior field representative for former state assemblyman Tom Calderon.

The federal investigation has included an FBI raid on Senator Calderon’s office at the State Capitol in June, and federal subpoenas for documents from the Central Basin Municipal Water District. Cedillo Jr.’s name was on the list of subpoenaed documents provided by the FBI.

“Gilbert Cedillo Jr. has played a major role in this particular situation with the FBI investigation,” said Randy Economy, editor of the Los Cerritos Community News, which has broken several stories about the investigation.

Among them was news that the FBI is looking into Cedillo Jr.’s role in a possible corruption scheme, in which companies looking to Sen. Ron Calderon for help securing state contracts may have funneled political contributions and gifts to him through a middle man.

“We do know that FBI investigators have been at the Central Basin Water District for probably I know at least one week, if not two weeks where they’ve set up camp there at the office to go ahead and pull documents and interview employees,” said Economy.“It’s a wide-ranging probe.”

Cedillo Jr. was hired as a business development manager two years ago for the Southern California water district despite evidence that he lacked the required degree for the position.

Along with Cedillo Jr.’s nearly $113,000 salary, the district also agreed to pay Azusa Pacific University more than $22,000, so Cedillo Jr. could get the appropriate degree.

His position was created when he was hired and abolished when he left at the end of July.

Calderon, Cedillo, Chacon, Cortez: what do they all have in common and its not that they all start with the letter C? Might I add crooks, cheats, and cowards? These elected officials all need to be investigated for illegal use of public funds.
