Though not knowing the exact location of this photo nor having a close up shot, at first glance it seems as if the flowers shown are possibly the invasive, non-native Mustard plant.... many of which covered the dump, Montebello's artificial hill.....
There areas of native plants surviving in the part of the Hills that has been proposed for the massive housing tract..this area has not been densely landscaped/restored.. that process included the removal of the mustard and other non-native/invasive plants by watering it frequently and pulling it out as it re grew till there was no root stock or seed left.. that will have to be done in the aforementioned part when the MHSP is deemed unsuitable for the needs of Montebello's present and future residents.....

As to the trespasser comment, prove it.
In re the mustard plants, they are indeed the invasive mustard plant. That doesn't keep them from looking nice.
This vista is familiar to the thousands of visitors who freely wandered the Hills that PXP built the Iron Curtain around and instituted a new policy of excluding hikers, visitors, and residents.
Just like Communism, PXP will someday pass, and the Hills will be free once again.
