Police misuse of database to get information for personal use

Does anyone think that a Police Officer has a right to use a police data base to collect and gather information for his family members ? It is being done in the name of the police Department without having a probable cause or legit police reason to collect and gather info on people Isn't that misuse of ones job? If so, what if any disciplinary action should be taken? Should the police department be sued? Is there an email address that I can contact Lynn PD and ask directly?

Another thing, isn't that a form of stalking someone in the name of the police Dept since it was there database used?
