I am vehemently against drunk driving, but I question whether this does anything to counteract it. All this does is drive underage drinking further underground. How many kids skip these events and attend house parties instead?

It is way too easy to push these restrictions on teenagers. If we were talking about 18-20 year olds, or requiring adults leaving a bar to take a breathalyzer before driving home, people would be pitching fits left and right.
