Monroe brings back day care for teachers, may expand to all town employees

There are 2 comments on the Connecticut Post story from Sep 12, 2011, titled Monroe brings back day care for teachers, may expand to all town employees. In it, Connecticut Post reports that:

The preschool and day care programs offered to teachers and police officers working in Monroe were destined to be a casualty of shrinking classroom space, until the programs were recently resuscitated by the Town Council.

This supposedly commercial daycare business should not be taking place in a government building. Since when do governments help certain business while ignoring others?
The fact that this service is only available for certain employees and not all residents and employees make this misuse of a government building and I suspect illegal?
If there truly is no cost to the taxpayers then let it find another place to conduct business.
Can someone please provide a list of local town government that provide this perk for its employees?
It seems wrong that residents go without sewer and trash services yet they should provide perks to some of their employees that most other towns do not.
In this job market we would have no problem finding replacements for any employee wishing to leave because they did not receive this perk.
It seems that our politicians are more concerned about the employees then the residents. I would like to see a list of supporters of this idea, so I know who NOT TO SUPPORT IN THE NEXT ELECTION.

I'm not sure but I believe that most government building either sponsor a daycare or have a jungle gym outside. The purpose of this is to shield the building from attacks of any kind that might take place. The bonus for them is that if a government building is attacked by a deranged lunatic or a homegrown terrorist, a bunch of kids would most likely fall victim and anger a lot of people to support any possible government action or retaliation.

This is not my theory but I have read this theory on different Patriotic & Freedom sites.
