NC does!! You must provide a permits for purchase(under 5yrs old) or a copy of your CC permit is required for all pistol transfers. Allow the states come up with there own plan. NO ONE b*tches about states that have outlawed certain types of firearms. The federal govt has no business sticking their nose into this topic.

I would support universal background checks if my CC permit was recognized nationwide!

You have NO Constitutionally secured right to be/feel "safe". We DO, on the other hand, have a Constitutionally secured Right to Keep and Bear Arms.
