Incompetent Animal Control

It has recently come to my attention that 2 dogs were removed from their family due to the fact that they accidentally killed someone's goat. These dogs were taken from their family because the owner of the goat threw a massive fit convicing the "animal control officer" that they felt threatened by these family pets and wanted the dogs put in "safe" confinement. This "officer", who by the way is a volunteer, rather than a trained professional, removed the dogs from their family to supposedly ensure the "safety" of the community. While these dogs were in the "officer's" care, for no less than 7 hours, he allowed the dogs to escape and run the community again for approx. 3 1/2 hours before he located them. During which time the dogs caused absolutely no harm to anyone or any other animal.
Had the dogs remained at home with their family, and in their normal environment, the dogs would never have roamed free again in the first place.
There is obviously a double standard here when the animal control "officer" made the statement that he didn't believe that the dogs would harm anyone or anything while he was looking for them and that he can't understand how they escaped his "controlled" environment that he was keeping the dogs in. Now, it is okay for him to say that and to be believed, but the dogs' owner is not to be believed when they state that they can provide the same security for the dogs and that they will not harm anyone again.
When will animals have rights? Why isn't there a better, trained animal control officer actually handling these situations?
It's indeed sad and unfortunate that the goat was harmed, but do you allow harm to come to another animal because of it? What if these dogs had been ran over or stolen or shot while they were in the care of animal control?
Let the dogs go home!
