I certainly hope the State does prohibit cities from taking this matter into their own hands. Although, I agree with the dangers of texting, due to the fact it takes the driver's attention off the road, let's not forget about the mom's reaching back in the minivan to manipulate the DVD player for the children in the back seats. Or the make-up artist applying whatever substance to her face and those who insists on eating a full meal during their travels. Most of all we need to crack down on drivers who's children are not properly restrained in vehicles, usually not at all. All of these issues contribute to both major and minor road incidents, but how far are we willing to go when we start making laws? Then there is the concern regarding cities that do and do not have such laws. What a nightmare for both drivers and law enforcement. Not in Dubuque, O.K. in Asbury, not in Peosta, ect. The laws governing driving come from the state and that is where all such decisions need to remain.
