Rather than sitting on empty suites, holding out for high dollar rent (doing without cash flow), why haven't the owners offered reduced rent? A lower cash flow is better than no cash flow. Then there could be businesses open to attract customers.

The 10th Street Plaza was desined for foot traffic. Adding one more block of vehicle traffic that ends with a one way street is not going to help the three existing business.
