The answer is NO. Corey Mahaffy was not in China. He may of not done everything perfect but the FINAL responsibility lies with the Mayor that was suppose to verify the factory when he went to China and those that voted on money to be handed out without verfiying the facts. Their own lawyer told CITY OFFICIALS that there was a problem verifying Mamtek's existence.
How can you blame anyone but RILEY and MORRIS--they were the ones sent to CHINA to verify all was ok. They came back and greenlighted the deal even after they were told by MO. Econ Dev. that there was a problem verifying the company.
Well coreys big butt better get in gear, scholastic-gone, browns-gone, hallmark-gone! He is getting paid and i have lost 2 jobs!

Mahaffy's job was to look into this deal. If he has no responsibility in this than what is he doing? I think they should have someone with a background in Econ Dev. doing this job. Not just some Good ol boy from around town. If i make a 20MILLION dollar mistake at work Im certain i would be called on it.

Mehaffy is the one who went to China - twice. But he went to a business card swapping event in Beijing NOT to the supposed Mamtek office in Hong Kong or the supposed plant in Shanghai. The Mamtek project was processed through Economic Development which got approval through the Council. That is why Mehaffy was interrogated during the House hearings and Riley was just there as backup with little to say. The Council said they were leaving it all up to the Mayor and he was leaving it up to Mehaffy. Shame on all of them for not taking a bigger part in a multimillion dollar project.

There is a 142 page investigation into Mamtek on centralmoinfo.com . It's a very irritating read!
And this is a post I put on a different comment!
I think page 4 is an interesting read NOT. About how the production of sucralose can cause waste that if dumped in untreated waters can kill fish and cause serious environmental problems, that China don’t want so they revoked Mamtek’s license. It goes on to say how Bruce Cole secured the bond money from Moberly went back to China and paid for the patents and intellectual property associated. Jeff Howard deemed them nearly worthless saying,“that technology would really only be of value where environmental concerns are not so significant”. This was in 2009!!!
This 142 page read is something I think the entire population of Moberly should read. Okay maybe not all but those that own homes and pay taxes!
And here is the list of people I think need fired and replaced NOW!
First of course Mayor Bob Riley and Corey Mehaffy
David Kerr
Sallie Hemenway
Lynn Shea
Yan Li
Edward Li
They didn’t do their jobs! Don’t seem like they even tried to. They are scape goating and pointing fingers at each other people. Thanks, I will read it.Sounds like you are right and make some VALID points. Every big money transaction should have a checks and balances system. In large companies where large checks are drafted, it takes two or three people to sign off on them to verify they are legit.

ANY Government should have that as well. Our City Governement was uneducated in commom BUSINESS practices and made no effort to educate themselves on this dea and left it up to well, not so honest business(cough,cough) people.

The main responsibility was with the council and the Mayor. Period. If someone brings me a check to sign, I sign it and they actually run off with all the money, I AM STILL RESPONSIBLE because I authorized its release. The people who that money belonged to are going to come asking me where this money is---I KNEW THAT BEFORE I SIGNED THE CHECK. MY RESPONSIBILITY.

Also, per MIssouri State Statue, it was not Mr.Kerr's job to FULLY investigate this deal. He takes the information GIVEN to him by the City Officials and makes a decision.

Look his job description up on state statute/I think is where I found it. He brings cities leads but in no way makes ANY decisions for the City. He also does not investigate the lead. The lead is just a lead and should be investigated by interested parties.

REMEMBER--other cities investigated and found red flags. Why would other cities turn down this "great deal"? The answer: Because they had smart leaders that investigated Mamtek.

In fact, if Kerr would of refused this money, Moberly would of been yellng about how Missouri and the Governor won't help this poor economic community. Can you image the bellaching that would of gone on and blamed Gov.Nixon and Kerr. Riley would of been yelling that the state was blocking PROGRESS.

I feel from your post that you have done your research-good job. I enjoyed you post, thought it was informative and appreciated it. So please, do not take my comments as criticism but as a thoughts and information exchange. Look forward to hearing your take on my comments.

Hearings showed Moberly was approved $39 million even though they had been dipping into the reserves to pay basic bills. But they don't think they need to pay anything on it. Wish my banker looked at my loan that way.

Moberly has an expensive Pullman car that needs more repairs but just sits there - ask Columbia about how much it costs to run theirs with the double taxation they have to pay.

City wants to build a pedestrian bridge across Rollins at Sturgeon so people can walk down a street they would never have dreamed of walking down before to get to a Pullman car that needs repairs.

The city hired a St. Louis PR firm so all this bad news will sound sweeter to the voters. Nothing cheap there.

The city hired another St. Louis law firm to handle the Mamtek bankruptcy. This is in addition to the admittedly expensive St. Louis lawyer they hired that helped them jump into the Mamtekcheme so fast.

How are they / Moberlyans affording all this? Meanwhile Bruce Cole has his Beverly Hills house up for sale for $6 million. Wonder what kind of stories he could tell on Moberly officials under oath?

Anybody seen Debbie Dean Miller? She still at the Chamber or did they quietly let her go after the Mirror thing?

I don't trust anyone in power in that area. None of them. City bureaucracy all in it to line their pockets and help their friends. Justice system is a joke - bunch of good old boys who have decided outcomes long before anything goes to trial - mostly based on money and biases. Prosecutor? I don't even need to talk about that scumbag, it's all self-evident. Judges? In it to boost their own careers and will ruin lives to see it done. Sheriff? Will go out of his way to bust people just trying to get by while ignoring his own family members growing pot out by Huntsville. It's a pathetic mess and I'm glad I am no longer a part of it.

I so agree with you on most of your comments. Except that Godly one ;) Congratulations on getting and staying out! Is it that much different though where you're at now? This is always my worry, I'll get my house sold and move to just another town with the same judicial issues as we have here in this city and county! When my house sells I'm thinking Macon county, not sure what city I'll be around, definitely not moving into a town. I need some country! Thought about Boone, I'm not going to move to damn far though. To many roots here to get to many hours away. Damn gas prices!!!

Mr. Riley was on KOMU last night saying he would do the Mamtek thing all over again if he had the same information as before. Really? Also, although the Monitor Index choose not to print anything, the annual reports for both 2010 and 2011 for the $39 million bond issue have never been completed and filed. Don't suppose the city knew of the problems in the very beginning after all?

Can you imagine, that guy in California, sitting in his mansion just laughing away. Like someone said--it was like taking candy from a baby! No resistance or fear at all.

Who the hell would go all the way to China but not see the actual factory because if just "just too far"....What? You just traveled from the US to China and a local trip is just "too far". Didn't that send up red flags. The other towns that turned this deal down, saw the red flags but not Moberly, were they blind?
