This primer on ethics hits Lopez and his meddling with our Police Dept. right between the eyes.

Drug dealers who steal elections through vote fraud belong in prison, not on the city council.

Victor, with all of the drugs you have imported over the past 4 decades, just how many young men and women have you killed with the drugs and the gang violence, including members of your own family? How many mothers have had to bury their sons or daughters because of the drugs you brought in from Mexico? The blood of many, many children is on your head. Their blood and the scores of people who have become addicted to your imported drugs are a curse on you that will follow you into eternity.

Well if this is what Victor really has done then yes, he will have to pay one day.Why hasn't he been arested? Did he do all the things he is being acused of?

The FBI almost nailed Lopez in 1987 for soliciting bribes in his low income housing schemes. Of the 4 targets of the sting, 2 were convicted and sent to federal prison. Alex Valdez, former mayor of Mendota and Jerry Harris, former board member of the Fresno County EOC, were nailed, Victor Lopez and Tony Silva, former mayor of Huron, were tipped off before they took any money.

Interesting note; Valdez and Silva operate a large day care operation called I5 Social Services, which receives $Millions in state funds for their day cares. When Lopez had lost his seat in Orange Cove, and needed money, former FBI sting partners Silva and felon Valdez brought Lopez onto their board of directors at I5, so Lopez could have under the table access to cash.

Criminals stick together. No doubt with Lopez' hand back in the city of Orange Cove's treasury, funds will creatively find their way into Lopez' pockets and he will reimburse his friends at I5 for whatever financial assistance they gave him before he committed vote fraud to get back control of Orange Cove.

why is Victor a free man?? and what has happened to the fraud investigation NADA!! and whats going to happen to the $5000? it could be donated to the chief!!

As a former police officer, I have seen and dealt with the problems politicians play in the police department. My suggestion is to make the chief of police an elected official. This would make him answer to the people only not the city. the citizens would set the basic budget that the city would have to provide to the department. any further funds would then be the responsibility of the chief in forms of grants. Take the police department out of the hands of the city and place it in the hands of the people.

Under Lopez's control, a tax was passed for law enforcement. This tax was placed into the general fund and not place into a special account. if we want to keep the police department, then it is time for the people to step up and take control. Quit blaming the elected officials. They are elected by us. They work for us. The elected officials can only do what the people allow them to do. If you disagree with what is being done, it is your right to send letters, post comments, be heard at city meetings or protest the meetings in a legal fashion. Just make sure you are heard how ever you voice your opinion.

The problem for the last 4 decades has been the ability of Victor "Pee" Lopez to commit massive voter fraud with bribes that until recently were thought to be much smaller. Lopez thinks big. Big bribes for absentee ballots.

So until he and his cronies get nailed and jailed for voter fraud, electing a Police Chief would not make any difference. They'd be able to get anyone elected as Chief, even "Pee" junior.

Beside that point, I don't think electing a small town Police Chief is a good idea, in that he would have to campaign. Anyone who opposes the election of said chief - if the chief is a rascal - places themselves at risk of retaliation. In addition, if the Chief is a good guy, but the shady element runs a campaign against him, every move he makes in law enforcement would bring an accusation of being politically motivated.

Local law enforcement should be divorced from the political process except to enforce election laws when abuses take place.

Things are already changing... Have you any idea how many people stepped forward with vote fraud information? Things that used to be hidden are being brought out into the light. There is a $10,000 reward flyer going around now, and if you look at what is on that flyer, it gives you a look at the depth of information that has come out - and usually the authorities hold back on everything they know.

So if I'm Lopez and any member of his merry band of corrupt minions, I would not be making any long term plans for anything... Things are heating up for old Victor "Pee" Lopez...

Oh, and Sam, you're smack in the middle of it as well. The corruption you've involved yourself with just may end up placing you in a cell along with your friends. Mis-appropriation of public funds is a pretty serious offense...

Make no mistake, Lopez plan is to run the PD under HIS orders or eliminate them. The old drug dealer wants a PD that will protect HIM and his network of street dealers.

He is most of the way there, having chased out most of the officers under Steenport. Unethical Sam is performing as Lopez' hand puppet, issuing orders to the PD patrolmen, bypassing any command control that is left.

Hopefully the State will come in soon and arrest Lopez and his minions, and take Escobar with them. Hey Sam, how many people are you allowing to NOT pay their City Utility Bills? Protocol is to terminate services after a set amount of time past due, no more than 30 days in most cases. Then the people pay up & have to pay a reconnection fee. That's how it's supposed to work. But when Victor "Pee" Lopez bribes people for their ballots, they ignore their utility bill and Lopez has his puppet city manager allow people to not pay - if they are on Victor's list as someone who gave him their absentee ballot - which makes Escobar a part of the vote fraud scheme.

How's that going for you Sam, ready to go to prison?

I heard Sam Escobar has spent over $1 million of city money on the water contamination problem right after Victor Lopez won the elections. Is this the money he missappropriated?

John Rat king and his cronies are trying there hardest to make something stick to the wall, these lunitics will stop at nothing to try and make Victor and the rest of the elected council look bad. Many people in the community are talking and are sick and tired of all the lies and drama these loonies are putting out! No one is going to jail, John may be sued for defamation but that is yet to be seen. Utility bills are being paid and if some have made arrangements when late that is offered to everyone not only selected people. The water issue was created from the councils predecessors aka Hill cabal, the process was needed for health and safety of the community not for fun.

Lopez & this crooked council elected by fraud does not need anyone's help to look bad or be an embarrassment. They provide their own looney tunes antics and corruption.

"We support the Police". Remember that laugher from the campaign signs? Or how about Victor "Pee" Lopez claiming the Police has the full support of this council. With support like this, who needs detractors or enemies?

The 70 year old retired paper shuffling drug dealer who is possessed by demons has a psychological disorder that demands everything be done HIS way - which is a way that is corrupt, unlawful, unseemly and dark. He embarrasses himself every time he opens his mouth. With every breath, he exhales another lie.

But this year is different. There is not the same level of fear as in the past. People have come forward with vote fraud information, and continue to come forward. The number of people speaking up has been extraordinary. Just a matter of time...

OK if all is true.
Yes we support the police department but we don't see it all we see is fear and them leaving. They the council fired the chief which created a panic for the cops and the department. We see no replacement for them and yes we don't see job posts on the city website all we see is a position but not for the police department. The part of poeple not paying the water and stuff ..you don't pay you see double bill then second you see it turned off same with gas and electric. Don't know here in oc. The water problem funny. All a sudden trouble. Who's fault current or hill administration only they know. God bless oc

So with the water problem why didn't they fire the water department mananger?

So they fired Sunshine from the water billing because he knows to much.

Looks like they just fire who they want and leave the ones that do as they say. Look who still works for the city and you know exactly who is in deep with Victor and Sam and the council.

Victor "Pee" Lopez Diana Guerra Silva Bertha Del Bosque Ralph Pardo Gabe Jimenez Sam Escobar - The blood of these people shot since the election results were announced are on YOUR heads. You will be held accountable for this blood shed because of your malfeasance, corruption and fraud. All of this could have been avoided...

All of you need to resign and move out of town. Bring back Steenport and get out of his way, allow him to do his job.
