Turner said he would be willing to pay "whatever is reasonable," and that it was fair for the wealthiest Americans to pay more.
"Remember, I gave most of my money away. I gave $31 million to the United States government and I didn't even ask for credit," he said, referencing the time he drew on his personal wealth to help the United States solve a dispute with the United Nations.
Turner, 74, is believed to be worth $2 billion, making him the 239th richest man in America, according to Forbes.
Turner also said Obama should make "climate change and other environmental issues a higher priority" and focus on getting rid of nuclear weapons.

Ted Turner tells CNN it's "good" soldiers killing themselves.
According to media mogul Ted Turner, it's "good" that U.S. soldiers are killing themselves rather than dying in combat, Human Events reported Thursday.
Turner made the announcement while speaking with CNN's Piers Morgan, Hope Hodge wrote.
"Itís time to put war and conflict behind us and move on, and start acting like civilized, educated human beings," Turner said.
"You made the point to me in the break there, more American servicemen have..." Morgan began, when Turner said, "are dying now from suicide over there than are dying in combat."
"Thatís shocking, isnít it?" Morgan asked.
"Well, what ó no, I think itís ó I think itís good"
