This is an awful shame. Our children should trust adults. And we can't even take an extra step to protect them. I see WHY parents are home schooling their children.

"Wagner also was fired from his job as a janitor engineer with Minneapolis Public Schools in 1994 as a result of "inappropriate conduct" with students, court records show.

Yet in December 2002, Wag-ner was hired as a lead custodian by the West St. Paul-Mendota Heights-Eagan school district. He most recently worked at both Friendly Hills School in Mendota Heights and Heritage School in West St. Paul.

On Thursday, the district placed Wagner, 56, on paid administrative leave. On Saturday, Wagner posted the $100,000 bail set Friday in Dakota County District Court.

School district spokeswoman Susan Brott said two background checks done through the Minnesota Bureau of Criminal Apprehension before his hiring showed no arrests or convictions. She said they went back 10 years."

Nonprofits who help children can manage to get FBI or similar background checks (requiring fingerprints and checking all cases, even those under investigation) on their people most of the time. Why not schools? BCA background checks are like most state-controlled practices, never accurately updated and slow. Plus, what if he offended outside of MN?

How is it possible that a thorough and complete background check isn't done on a prospective employee that will have access to children? This should never have had to happen!

Just a word of advice to the school administrators: Check for hidden cameras or peepholes in places like bathrooms, locker rooms, etc. Look in non-obvious places, like air vents, etc. The guy had unlimited access to the schools, and if he really did have child porn on his PC, I wouldn't be surprised if he was trying to collect some from his place of employment.

Oh, and background checks going back only ten years are great if the person in question is 15. For anyone older than that, yeah, get a complete history. If all that was offered was the last 10 years, then that's a problem. Employers, especially in places with children present, should be required to check someone's full criminal history.

We are certainly going to appeal this decision by the board. We demand that he receive his original shift back as well as a pay raise and benefits at no cost.

I agree, this is out of character for Thomas.He was our troop leader during our Boy Scout camping trips and he was nice enough to share his sleeping bag with a couple of us boys.I slept so good those nights it was almost like I was knocked out.For some reason I must take my pants off in my sleep!

This is not surprising to me at all. I also know that parents who have been accused of sexual abuse and yet there is a lack of evidence are allowed to volunteer at schools; private and public. It makes me not want my children attending schools in general as there is too much risk of abuse.

You are CORRECT, however if you start researching the cost to convict a sex offender, know how much time or lack of the police force has to investigate these crimes, several moms and dads do not report abuse their children, some children will never "tell", there is a HUGE problem. Several things will never show up in a background check and very often plea bargins are accepted to spare the victim testifying and facing their victims. Also, once victims do come forward and a teacher etc..has been let go, the victim is harassed by the parents of the other children etc...and it becomes a terrible experience for the victims.

Thank Governor Pawlenty for cutting local government aid, forcing many cities to lay off essential employees like police officers.

In the late 1970s a janitor named Sterling was caught trying to 'groom' a couple of boys at Northdale Jr H(now Northdale Middle School).

Besides teachers, the job of school janitor is another job that pedophiles will go after to gain access to kids at various schools. Since no one notices the janitor poking about. If they do, folks tend to assume that the janitor is just doing their job in keeping the school clean.

IMHO, there should be staff inspectors for ALL institutions where kids are subjected to being controlled by adults.

Schools and churches are prime feeding grounds for those who prey on innocent kids. BUT ALL areas should be watched, like swimming pools, scout groups, youth sports teams, woodworking, drivers education, danceing groups, and any other activity where non-parent adults are in control of kids.

Try also fast food joints aimed at kids too are prime spots to find a monster in human form aka pedophile.
