Accountability for and by whom and at what level?

I quickly read the cited article and it referenced a conference
call that included folks associated with "people of color" (their own description), Hispanics and "low-wage earners" generally. But, what about the women in their 50s and 60s who are single income households with mortgages, car payments, house and car insurances, property taxes, house repair emergencies, general property upkeep, heating oil purchase and a family member's funeral cost tossed in for good measure?

These are all called, "LIFE", and no one ever said life was fair, but when the Target in-store hierarchy is allowed to literally cuts productive workers hours in half, there is a major BRAND problem. Women in this store are now losing $300 (or more) PER PAY CHECK. There have been ten checks since the beginning of the fiscal year. Do the simple math--that's $3000 basic dollars out of just one woman's household "budget". Insufficient income=bill collectors, cancelled accounts, embarassment, frustration, loss of property, having to write to creditors to explain why they can receive their rightful payments.

So, who is to blame for these decisions to weed out the women (regardless of age, pregnancy or experience--it's a very slippery slope), the people of color, the Hispanics, et al? It's easy to lay this at Greg Steinhafel's feet, but is he the originator of the problem or the organizer of the solution? I don't have that answer. Can anyone out there offer insight?
