Bullying, like so many things they try to legislate against unsuccessfully, is part of human nature.
If kids are well nurtured and cared for by their parents & family and treated with respect by their teachers, they will survive it and be better off for having survived it.
Their are many things in life that laws can't protect us from, though politicians rarely understand that.

I like the schools teaching kids to be good citizens. Teach bullys to respect they selfs. Teach im real good very nice.
