Trap them and get them out of the area. Put them in a zoo, and if that don't work, sorry, but there is the other alternative that some groups would not like. Yet, what if it was a small child who was attacked or killed? Why should residents have to stay cooped up in their home with fear for their pets or their family members. For goodness sakes, animals are getting better treatment than human beings.
