Way too much Government. It's normal for lawns in Minnesota to brown up in August. And many choose to not water their lawns to save money and water. Code enforcement officers need to go away. The people next door enforce the code for me, if they keep their lawns green and cut so do I. If they let it grow a bit long so do I. If a house on the block has long uncut grass it's always a rental house and the code enforcement office does nothing about it anyway. If the long grass/weeds irritate me I simply cut it. Never had anyone complain I was cutting their grass. People have complained when their snow is blowed for free, they don't like the blower noise.

Government can go away, it can be too much like a god dam housing association!!
