Metal detectors at private businesses is not the answer. Keeping the "loonies on the grass", so to speak, would go a lot farther. Instead of releasing the seriously mentally ill because some psychiatrist said they are cured as long as they stay on their meds. Or pumping young people full of drugs whose results are questionable at best and sometimes lead to homicides and suicides.

Eagan residents will get more than low-cost goods when a proposed outlet mall opens for business in the city in two years.

As part of a development agreement with Eagan, Baltimore-based Paragon Outlet Partners will purchase a roughly 3.5-acre parcel for a city-owned park south of the mall -- a 100-store center to be built near the intersection of Cedar Avenue and Minnesota 13.

The city's economic development authority sold the parcel to Paragon for $347,600 as part of a $14.73 million purchase agreement for 33 acres of city-owned land in the Cedar Grove Redevelopment Area. Paragon will donate the parkland to the city after the sale closes and before construction of the mall begins next spring.

Developers are required to donate land or cash for parks, or sometimes both, to the city when building commercial or residential projects.

Parks commission members saw a concept plan for the first time during a presentation last week by a landscape architect with WSB and Associates, a Minneapolis-based architectural firm.

In recent months, the parks commission has met with neighbors at community meetings to help develop the park, which will be adjacent Cedar Grove Parkway and Nicols Ridge townhomes.

It will be a "satellite park" to Woodhaven Park and will cater to young families in the townhome development directly across from the mall, parks and recreation director Juli Seydell Johnson said.
