Additionally, no federal monies are allocated for this program. It is paid for out of the Universal Service Fund it appears as (USF) as a line item on most telephone bills and is a requirement that all telecommunications companies contribute, it is optional whether they pass these fees onto their customers. Yeah, they DO !
So in conclusion, despite what people think, the federal government does not really pay for anyone's phones and this program was started by Reagan and expanded by Bush.

The USF was originally funded and designed to help RURAL farmers, who could not afford traditional telephone landline service from the 1930's onward. The costs to provide such such service was inherintly expensive, because of laying copper cable to every rural farmer. So a "subsidy" was installed, called the USF, to help offset the costs of laying copper cable to the rural areas.

That had NOTHING TO DO WITH GIVING EVERY WELFARE MOMMA A CELLPHONE IN TODAY'S MARKET in URBAN AMERICA, ALONG WITH EVERY ILLEGITIMATE CHILD LIVING UNDER HER ROOF, also SUBSIDIZED BY OUR GOVERNMENT.

Where does that appear in our "constitution"???

A stupid question, if someone on welfare gets a free ObamaPhone and they live outside the coverage area of the free ObamaPhone do you suppose the Government will pay for a new tower for the needed coverage?

I mean copper is strung all over Minnesota to places without cell coverage but the phone provided by the Government for free MUST BE a cell.
