The costs to provide such such service was inherintly expensive, because of laying copper cable to every rural farmer. So a "subsidy" was installed, called the USF, to help offset the costs of laying copper cable to the rural areas.

That had NOTHING TO DO WITH GIVING EVERY WELFARE MOMMA A CELLPHONE IN TODAY'S MARKET in URBAN AMERICA, ALONG WITH EVERY ILLEGITIMATE CHILD LIVING UNDER HER ROOF, also SUBSIDIZED BY OUR GOVERNMENT.

Where does that appear in our "constitution"???
