No they haven't. Nor are they expect to under current conditions. Even the 'ice free arctic' is expected to be a brief condition during the late summer. It will take many decades of earlier thaw and later freezup before you will be able to consider the arctic ice free. Antarctica will more likely take a while to reduce the winter ice cover significantly. The katabatic winds make conditions there a bit different.

First, as "lyin' brian" knows, Antarctic sea ice was AGW predicted to increase in 2002, re-affirmed in 2005 & has, as toxic topix AGW deniers love to tell, as if it wasn't an AGW prediction.

As far as 2012 Arctic sea ice area, it only recovered about 35%, not the 60% that toxic topix AGW deniers crowed about, early on. A more accurate measure is Arctic sea ice VOLUME. & it only recovered 15%, at its greatest, as compared to the 3 years previous, again, a more accurate measure of recovery.
Present December 1, 2013 Arctic sea ice VOLUME is 7% more than the December 1 date average, covering the "2010 to the present time", in this toxic topix toted AGW denier cold & frigid year. In addition, December 1, 2013 Arctic sea ice VOLUME is 9500 cubic kilometers LESS than the December 1 date average, covering the 1980-89 period.

Wind and ocean temperature also do their part to reduce ice.

A group of climate change scientists were rescued by helicopter Jan. 2, after being stranded in the ice since Christmas morning. But the majority of the broadcast networks’ reports about the ice-locked climate researchers never mentioned climate change.
The Russian ship, Akademic Shokalskiy, was stranded in the ice while on a climate change research expedition, yet nearly 98 percent of network news reports about the stranded researchers failed to mention their mission at all. Forty out of 41 stories (97.5 percent) on the network morning and evening news shows since Dec. 25 failed to mention climate change had anything to do with the expedition.
In fact, rather than point out the mission was to find evidence of climate change, the networks often referred to the stranded people as “passengers,”“trackers” and even “tourists,” without a word about climate change or global warming.
Chris Turney, the expedition’s leader, is a professor of climate change at the University of South Wales. According to Turney’s personal website, the purpose of the expedition is to “discover and communicate the environmental changes taking place in the south.”....

In the simplest scenario, you are proposing the construction of massive solar panels, either collecting or reflecting, which would need to be FLOATING, cover an area roughly the size of the United States, and which would be useful less than 6 months out of the year.
