Rural areas also typically allow higher speed limits and a greater number of older vehicles. Another factor is lower rural seat belt use, in part due to the lack of primary seat belt laws in some red states.
Rural areas also tend to outrank urban areas in the most pernicious cause of driving fatalities: those caused by alcohol impairment. According to the National Highway Traffic Safety Administration, 57 percent of all driving fatalities due to alcohol in 2007 occurred in rural areas.
