Let's see where to begin here. According to the legislation being introduced:

1. The worker and the employer must agree to comp time.

2. The worker does not have to work the comp time, it cannot be forced.

3. The unions are going nuts about this, hence the post LeJumbo plagiarized above from his blog source.
