Eagan took the area for a mixed use upscale area, like Edina by 50th and France. 5 years,$40 million later, they sell 29 of 45 acres off to an outlet mall developer for $14 million. If the most valuable 29 acres of that development is worth $14 million, the remaining 16 acres won't go for half of that. So Eagan took from small business owners to give to a big development company for the grand purpose of upgrading from individual buildings and a mall that could have been re-developed anyway to an outlet mall less than 10 minutes from the Mall of America.

So, Eagan took the land, lost 5 years of taxes they were collecting on said land, forced business owners out for an upscale development, and sold most of that land 5 years later for a $26 million loss, not counting lost tax revenue and the interest paid on the $40 million over 5 years. Yeah, great deal for the citizens of Eagan. Brilliant use of eminent domain, glad the state legislature passed a law against that happening ever again.

Yeah, those retail clerk jobs are such high paying entities. Tax revenue? It is a TIF, reduced taxes for the developer at first, and they already went 5 years without collecting taxes. Cedarvale could have been re-developed at a fraction of the cost, with no out of pocket money to Eagan. That is basically what has happened here, with the difference being that Eagan is still on the hook for $40 million even after getting $14.73 million for the 29 acres.(Because of the $14.73 million purchase price,$4.2 million is for a parking ramp to be built at a cost of $19 million, and Eagan has to pony up the $15 million additional dollars). We don't hate change, and this isn't change, it is more of the same, a liberal group of politicians picking the pockets of the taxpayers for "the public good" whatever that is.

The article says Eagan wanted the developer to purchase another 6 acres and build the parking ramp, but Paragon declined to do so. Does that mean that the parking ramp is taking up another 6 acres and there is only 10 acres left for future mixed use development? It does say that Eagan is on the hook for another $15 million for the construction of the parking ramp, so the city is still $40 million into the project even after selling the majority of the land they "acquired" for $14.73 million.
