Four GOP senators -- Toomey, Mark Kirk of Illinois, Susan Collins of Maine and John McCain of Arizona -- crossed party lines to support the measure. For BACKGROUND CHECKS or to REGISTER ALL THE GUNS WITH THE GOVERNMENT!

The overall vote was 54 in favor, 46 against.

The amendment needed 60 votes to pass under an agreement between party leaders designed to avoid a time-consuming filibuster while still requiring amendment proponents to show they had enough support to break a filibuster. This kind of bipartisan agreement isn't uncommon as a time-saving measure.

The Senate later Wednesday also rejected, 60-40, a measure to ban certain semiautomatic rifles known as assault weapons. Lawmakers were scheduled to vote on several other amendments designed to reduce gun violence, including one to limit the size of high-capacity ammunition magazines, which also was expected to fail.

Sen. John McCain (R., Ariz.) said he had "long believed it is perfectly reasonable to use available tools to conduct limited background checks" and praised Messrs. Manchin and Toomey for working across-the-aisle to reach a hard-fought agreement. "Sooner or later, the country will take up this issue," he said.

Some Republicans argued the amendment would have infringed upon the constitutional rights of law-abiding gun owners and would do little to rein in criminals.

"Expanded background checks would not have prevented Newtown," said Sen. Charles Grassley (R., Iowa.).

Mr. Manchin, who has an "A" rating from the National Rifle Association, worked for months to find a Republican partner on the bill, which also included measures that also would have made it easier for some people to buy and transport firearms. The NRA opposed the amendment and warned lawmakers it would include their votes in its influential ratings, while two smaller gun-rights groups endorsed the measure.

We the People need a new way.

Change the Suits of the Republicans to Demokrat Pink, and they will all be the same.

If the Politician is not a TEA Type, vote them out.

Taxed Enough Already is not just about Taxation.

Taxation is Oppression.

It does not matter which of the Two Parties is Opressive, they are interchangeable.

To an unusual degree for professional politicians, some senators said afterward that they had not wanted to meet with the mothers and fathers of the dead, or said it was difficult to look at photographs that the parents carried of their young children, now dead.

Sen. Rand Paul, R-Ky., said before Wednesday’s vote,“I think that in some cases, the president has used them as props, and that disappoints me.”

Without referring to Paul by name, Obama rebutted him firmly.“Do we really think that thousands of families whose lives have been shattered by gun violence don’t have a right to weigh in on this issue?” he said.
