Now, this has to be one of the dumbest ideas I've heard in a long time!
And, the folks in Dinkytown complained about constructing a six story, multi-use building. They're lucky they won't have to look at a freekin' ferris wheel.

Without even the thought of winter up your way. Think about the spring into summer storms. Tornadoes and such. Guess Minnesota does not want to be outdone by St.Louis, Missouri. Year around, think is a bad idea. Not to mention a useless concept. Although, the Gateway Arch is still standing nicely after all these years. So who knows.
Myself, thought Minneapolis/St.Paul beautiful without anything added.
