Brewer would be most wise to veto this one. In the first place, it would create a shiatstorm. And it would open the door for all kinds discrimination on "religious grounds". You have a right to freely practice your religion and you have a first amendment right to say so.(ala Chic Fil A)
You do not have a right to discriminate against anyone when you are a business open to the public.(unless they are intentionally disrupting your business)
Private clubs are a different matter. Augusta can still exclude women because it's a private club. The Boy Scouts can exclude gays because they are a private club. The Knights of Columbus can limit their membership to catholics if they so desire. The Masons can limit their membership to protestants.
But the brand new restaurant opened by a muslim cannot exclude catholic and protestants. The grocery store owned by a jew cannot exclude wiccans. etc
If you are a public business and choose to voice your prejudices, it is your right to do so but beware. It will also limit your customer base. Possibly a lot more than you anticipated.

Well, I'd be the last to describe Gov. Brewer as "wise..." but I think case law is fairly settled insofar as discrimination in public places of business is concerned. Going back to the 1950s and Jim Crow, then ahead to "anti-sodomy" laws and their withering as a psychotic, theocratic tool for oppression. Frankly, the frothy mixture of ill-defined sexual acts blended with distasteful Christo-Sharia edicts makes me barf. So-called "conservatives" reveal themselves as metaphysical extortionists and legislative bone-breakers for the God Mob. I'd tell ya to go to H-dash-double Hockey-Sticks, except there's no such place. Boo.

Regardless of morality or politics, Brewer has just saved the state millions and millions of dollars in future litigation costs.
